Left: get to/reach 至 (From the sky 一 an arrow 厶 returns back to earth 土 and arrives there.), right: strike 攵=攴 (stick 卜 in a hand 又)

In order for it (=the stick) to arrive, the hand 又 must have thrown the stick 卜, thus sent it out.
